A federal government plan to means test the rebate for private health insurance has been defeated in the Senate.

Labor wanted to means test the popular 30 per cent rebate for individuals earning more than $75,000 a year and couples earning more than $150,000 a year. Its legislation would also have hit the wealthy with a higher Medicare levy surcharge if they opted out of private cover.

The suite of bills laying out the changes was voted down in the Senate on Wednesday 9 September, 37 votes to 25.
